Safer Flights in the Air, but Risk Lurks on the Runway

A Delta Air Lines plane at the Los Angeles Airport, where the F.A.A. is testing a system of lights embedded in the airfield that warn pilots when a runway is in use.
About 1,000 times a year, a plane or a vehicle moves onto an active runway by mistake, and regulators have been slow to address the problem.
